Resolution
Click on the Apple icon, select Control Panels, then TCP/IP.
Ensure you have Connect via: PPP and Configure Using: PPP server selected as shown in the picture below.

Close the window. You will be asked if you would like to save changes. Select Yes.
Click again on the Apple icon, select Control Panels, then Remote Access. On some early versions of MacOS 8 the option is called PPP.

Enter your GCI username in the Name field and your password in the field below your name. Enter your local dial-up access number in the Number field.

Click on the Options button, then click on the Protocol tab. Click to check the box for Connect automatically when starting TCP/IP applications. This will allow your computer to automatically dial-up and connect when it senses it needs an Internet connection.
Click OK to close the Options window. When it asks if you would like to save changes, choose Yes.
Your computer is now setup to dial and connect to the Internet.
